The UCR year
UCR does not renew itself. Each registration year opens in the autumn of the year before, and enforcement begins on 1 January — so a carrier who files in February has been unregistered since New Year’s Day.

II.What happens if you are late
Enforcement is by the states at the roadside and at weigh stations. Filing late does not carry a federal penalty from us — the risk is a citation from whichever state stops you. There is no advantage to waiting, and no discount for filing early.
