What a BOC-3 is
The process-agent designation an operating-authority application needs, and why you cannot file it yourself.
Last reviewed
I. What it designates
A BOC-3 names a person or company in every state who can accept legal documents on your behalf — service of process. It is a requirement of an operating-authority application, and the designation must cover all fifty states and the District of Columbia.
II. Why you cannot file it yourself
The designation has to be filed by a process agent or a blanket company, not by the carrier it covers. That is the rule, and it is the reason a service exists for something that is otherwise a single form.
III. How long it lasts
Indefinitely, unless you change agents. There is no annual renewal and no yearly fee — which is the clearest practical difference between this and a UCR registration.

We read your company from the public federal register, so the form is mostly filled in before you start.
