UCR and BOC-3 compared
Two different filings that are often confused. What each is for, how often, and who collects the money.
Last reviewed
I. Side by side
| UCR | BOC-3 | |
|---|---|---|
| What it is | An annual registration | A designation of process agents |
| How often | Every year | Once, unless your agents change |
| Who collects | The participating states | Filed with the FMCSA |
| Priced by | Your power-unit count | A flat fee |
| What you get | A receipt and a record | A designation on file |
| Without it | Enforcement action and penalties | Operating authority is not granted |
II. Why they get confused
Both are required of interstate operators, both are often arranged by the same service, and both are frequently mentioned in the same sentence when somebody is applying for authority. They are unconnected: filing one does nothing about the other, and a lapsed UCR does not affect a BOC-3 already on file.
